I think the FBI has it right. Use the legislation, passed by congress, to investigate congress. Obviously, they wouldn't have passed a law that they thought they'd be exempt from, right? It's not like they think they're some kind of privileged breed held above the rest of mere mortals who are subject to the laws they pass.
Besides, what could be more directly helpful to the enemies of the United States than corruption of public officials. Let's hear it for the FBI!
