Ran across this gem that I'd downloaded a couple of years ago, too.
Apparently, Eric Idle wrote this in response to a $5000 fine the FCC charged him for saying "Fuck" on the radio.
It's apparently no longer on the Monty Python site where he used to host it, but the mirror is still up:
