They refrain because it's illegal to do so.
Actually, that's not even true. They refrain because the cost of getting caught doing it outweighs the profit they would derive from doing so.
So far, no major company has been caught selling crack.
Is it possible therefore that in this case, government regulation is working? Is it also possible then that it might work in other cases?
