Where do the mentally ill in California go?

First, you had a bunch of people put the Governator onto the ballot and then, one can only assume as a joke, quite a large number of people voted for him. And then there's Measure G, of international acclaim (I read about it in The Guardian

Sponsored by Jane Blethen, Bolinas' answer to Emperor Norton, Ballot Measure G, which passed on Tuesday, reads in its entirety:
``Vote for Bolinas to be a socially acknowledged nature-loving town because to like to drink the water out of the lakes to like to eat the blueberries to like the bears is not hatred to hotels and motor boats. Dakar. Temporary and way to save life, skunks and foxes (airplanes to go over the ocean) and to make it beautiful.''
